format. February 26, 2008 Subject: PER−Flexitour Program To: All Employees Purpose. To transmit information on work schedules and Daylight Savings Time. Expiration Date. November 2, 2008. NRCS flexitour policy authorizes the State Conservationist to approve the earning of credit leave for work that begins before 6:00 a.m. or after 6:00 p.m. During Daylight Savings there is a benefit for our Area and Field Office personnel to work more daylight hours to service both our internal and external customers. Beginning with Daylight Savings Time on March 9, 2008, I am authorizing the earning of credit leave until 8:00 p.m. for all work activities associated with Farm Bill program activities that result in the development of a conservation plan, program contract, or practice implementation. This policy is intended to benefit all of our customers by extending our field and area employees ability to work with them during the extended daylight hours of summer. This approval will expire with the ending of Daylight Savings Time on November 2, 2008. Employees’ tour-of-duty must continue to meet the core hour requirements which are 9:00 a.m. to 3:00 p.m. Employees may earn up to, but not exceed, 2 hours of credit leave per day. This policy should not interfere with our customer service hours. NRCS offices will continue to remain open from 8:00 a.m. to 4:00 p.m., Monday through Friday. During this time period, I am also authorizing only field soil scientists to change their tour-of-duty to a four-day workweek. The basic work requirement will consist of a 10-hour daily work requirement and an 80-hour bi-weekly work requirement. Under this tour-of-duty employees are not eligible to earn credit hours.
